OR, WA, and BC Must Invest Beyond Gas

SEATTLE, WA – As public concern grows over the health dangers of gas appliances in homes and the impacts of climate-warming fuels on their economies, Oregon, Washington, and British Columbia should look to a future energy system that is gas-free. To get there, leaders in the region should stop subsidizing the buildout of new gas pipe infrastructure and explore alternative energy systems like “GeoNetworks,” neighborhood-wide ground source heat pumps. That’s according to new analyses from the think tank Sightline Institute.
“Gas utilities continue to perversely incentivize building new gas infrastructure that will pollute our homes and climate for decades, and gas customers are paying for it—likely without knowing,” says Emily Moore, Director of Sightline’s Climate and Energy program and author of the articles. “Regulators should eliminate these subsidies and hold the gas industry accountable to realistic climate strategies, not the faux solutions they are peddling today, like hydrogen for home heating.”

Partnership will expand area served by Richmond, BC clean energy system
It is not often these days that I post anything at all to this blog. Generally speaking the news – especially about the climate crisis – is pretty bad. So to get a Press Release about a good news story in the general vicinity – I no longer live in Richmond, but I do go there quite a bit – caught my attention. It is also a public private partnership that usually is a model that I am uncomfortable with, but even so here is the Canada News Wire release in full as received.
Canada Infrastructure Bank, Lulu Island Energy Company and Corix achieve financial close on $175 million district energy investment
RICHMOND, BC, Sept. 26, 2022 /CNW/ – The Canada Infrastructure Bank (CIB), Lulu Island Energy Company (LIEC) and Corix Infrastructure Inc. (Corix) have achieved financial close on a district energy expansion project in the City of Richmond, British Columbia.
Under the agreement, the CIB will provide $175 million in financing for the LIEC City Centre District Energy Utility project. It will enable expansion to more than 170 new residential and mixed-use commercial development sites in the area by 2050, using low-carbon heat recovered from the Gilbert Road regional sewer system.
When complete, the project is expected to reduce greenhouse gas emissions by one million tonnes by 2050, with the amount of connected space to the district energy system increasing 10–fold to 50 million square feet.
The LIEC is a municipal corporation wholly owned by the City of Richmond. It was established to implement and operate district energy utility systems in Richmond’s City Centre area in British Columbia’s Metro Vancouver region.
The CIB financing will enable the district energy expansion which will drive economic benefits through new construction work and deliver an expanded sustainable energy network which will reduce the operating costs of property owners.
Corix will provide expertise in district energy management and be responsible for the design, construction, financing, operations and maintenance of the City Centre system. Corix has been LIEC’s partner since 2014 in the delivery of the Oval Village District Energy Utility under a previous agreement.
District energy systems leverage proven technology to create a long-term reliable, efficient and cost-effective energy distribution network. Through a system of underground pipes, energy stored in water from central energy plants is transported to buildings, alleviating the need for separate heating and cooling systems in connected buildings.
This financing will support the City of Richmond, an award-winning leader in district energy systems, in meeting its Community Energy and Emissions Plan (CEEP) 2050 goals to achieve a 50 per cent reduction in community GHG emissions by 2030 and net zero emissions by 2050. The project also supports the City’s goal to provide low-carbon energy services to customers that is competitive with conventional heating and cooling costs.

Book Review: “Finding Our Niche”

There is a great deal of bad news around. In fact that is probably always true since conflict, drama, threats and warnings are what sell newspapers, or these days get clicks on links. And actually this review can include links to the author and his ideas, so I can refer you to those rather than rely on quotations from his text.
Right now most of the world is facing a pandemic. And one of the reasons that we are not coping with it well so far is that the people who make the decisions in our society are trying to keep the economy going no matter what impact that has on human mortality. Humans are naturally gregarious. Work is normally arranged around everyone being in the same place and communicating face to face. Yet at the same time the more we gather indoors, the less care we exercise on the distance we keep, the more we share the pleasures of eating, drinking and talking to each other, the more successful the virus becomes: spreading, mutating, infecting. Economy and human health are in conflict.
This has to some extent replaced coverage of the other great threat, not just to humanity but all life on earth. Global warming. In our province (BC) we have produced plans to reduce the use of fossil fuels, but we are actually trying to increase our production of them for export. We know we need the forests to store carbon from the atmosphere yet we are cutting them down faster than ever, especially the old growth forests which store the most carbon. Canada has declared a climate emergency but has just approved three more offshore drilling sites. We bought a pipeline, one that was clearly a future financial liability – otherwise it would not have been looking for a buyer. It is based on the least likely scenario, that more countries will want to buy diluted bitumen, when renewable energy producers like wind and solar are now cheaper than fossil fuels. Saving the planet conflicts with the economy too.
Clearly what we have been doing is not working. Add to that the near collapse of democracy in the country to the south of us, and it is no wonder we are pessimistic. So books that look at better ways of dealing with the place where we live should have a ready market.
The problem is that we have bought into a whole load of ideas which are either outright lies or at least wildly misleading. The Tragedy of the Commons, for instance is based on the misrepresentation of history. The commons were not over exploited by the overall greed of society in general, but rather the greed of the already wealthy and powerful. There were regulatory measures in place, managed by the community, to protect the commons for use by all, but a few had the ability to overturn that for their own benefit. Yes there are some very greedy, dangerous people, but we are not all like that nor do we behave like that whenever we get the chance. Terra Nullius was a lie too. America wasn’t fenced but that did not mean it was not owned by anybody. Just like Australia, or New Zealand, or the South Pacific Islands. There were lots of people there before “us” – Europeans. We didn’t actually discover anything (other than our own ignorance of their existence) and the people there were not savages.
In fact the societies that existed in those places were remarkably successful even if they did not adhere to our current preference for measuring GDP or possession of precious metals as measures of success. Philip Loring is an anthropoligst and ecologist. He is an academic at the University of Guelph, Ontario and this is his first book. It is based around the knowledge that people who have thrived in places for millennia have obviously understood their environment better than the people who have not learned the lessons that the industrial revolution ought to have taught us. We are also still in thrall to people like Thomas Hobbes, who coined the phrase “nasty, brutish and short” for life when it was in a state of nature. And Adam Smith who may hold the record as the most widely misunderstood economist of all time.
The ideas that Loring discusses are common to all indigenous peoples – all of whom have learned over very long periods of time what works in their places to make life better for everyone. We now know, thanks to academic research and archaeological evidence that the places Europeans colonised had been occupied by humans for thousands of years by people who were not just hunter gatherers, but who managed their resources carefully and adapted themselves and the places they occupied to be more productive. Many developed advanced civilisations, and there is also much to be learned in why they collapsed. But the people were still there after these collapses, and their lives were a great deal less stressful.
Indigenous knowledge is inextricable from place. And therefore is not only complex and interwoven with that place but also guarded by those people carefully. Actually the greatest loss of human knowledge might not be the loss of the library at Alexandria but the burning of all but ten of the books written by the ancient Maya. What Loring does is distill some of this knowledge into a remarkably small number of general principles. In fact his chapter headings are all single words. Keystone, Engineers, Pristine, Novel. There is very little of the usual verbosity of American academia. It is much more about storytelling. And he has some great stories. Some familiar – the clam terraces of the Salish Sea – and some new to me. The reasons the Hindus revere cows, for instance. And how life is possible in North Western Mexico even though the Americans have used up most of the water in the Colorado River.
I will also confess that I have a couple of difficulties which are not dealt with in the book. For a start, who gets to be regarded as an aboriginal? Obviously not me. I come from East London, England and my ancestors come from all over the place. Secondly the thing I learned about some of my ancestors is that they were fabulists. Great storytellers too, but the “histories” they told were far from the truth, though as all great myths and legends are, based on true events. So people who rely on oral histories, in my experience, have not been a reliable source – even though I am sure they were trying to pass on wisdom. Then there is the problem of how stories are guarded. There is one story that Loring says “is not mine to tell” – but then he does produce a precis of it.
Here is a story of mine. I was part of an environmental assessment of a proposed development on Vancouver Island. The development was opposed by the local First Nation, who hired a woman of European extraction to assist them in presenting their concerns. At one meeting she started to explain the use that the FN applied to part of the site, at which moment the head of that group objected. “That’s not your story to tell!” he said to her, angily and the meeting promptly broke up. It is difficult enough for me, with my background, to trust oral histories. It is even more difficult, I think, for aboriginal knowledge and wisdom to be passed along to people who need it, if the owners of those stories are not willing to share.
There are also three anecdotes in the book which illustrate the same point. He was trying to do something and someone else seemed to block him but without giving a reason. A bit like a teacher I heard of who told his student “You’ll figure it out” rather than actually explaining what he was talking about in a way that the student could understand.
But even so I recommend this book to you as it is thought provoking and it does carry a message that is hopeful and may help you feel a bit more optimistic. You can read more about the book here, and more about the author here.

An Expected Disappointment
Today I signed two petitions. One to divest the Canada Pension Plan from fossil fuels, the other a letter to the Environment Minister to require an environmental assessment of a massive coal mine expansion proposed for Alberta.
Then a news release arrived which I am copying in full below from Environmental Defence Canada which deplores the latest shortfall in the Trudeau government’s lacklustre efforts to meet the challenges of climate change and recovery from the Covid shut down. There has already been a reckoning of how little has been done for a Green New Deal type recovery here and how much thrown at the fossil fuel corporations, (“Canada has funnelled at least $11.86 BILLION to fossils in recent months, while directing only $222.78 million to clean energy”) so this latest failure to perform comes as no surprise. But it still makes me angry.
Environment and Climate Change Canada released their much-anticipated Strategic Assessment of Climate Change today. Copied below (and linked here) is our press release with our reaction. Please don’t hesitate to reach out for further clarification or questions.

NEWS RELEASE: Federal government fails to deliver on promise to align infrastructure reviews with climate commitments
Just months after surprising withdrawal of Teck’s tar sands mine application, government wastes best chance to reconcile project decisions with commitment to become net-zero by 2050
Ottawa, Ont. – Today, the government missed the opportunity to implement a critical tool to achieving our climate targets: a climate test on new infrastructure. Public policy experts had hoped that with the introduction of the new Impact Assessment Act (Bill C-69), which requires that project reviews consider whether the impacts help or hinder Canada in achieving its climate commitments, Canada could get on track to doing its part to ensure a climate-safe future. The policy announced today falls short of ensuring this will happen
“The government has just made it harder for Canada to get on the right pathway to reach our target of becoming net-neutral by 2050,” said Julia Levin, Climate and Energy Program Manager at Environmental Defence. “It is inconsistent to commit to a green recovery and serious climate action while simultaneously failing to put into place a mechanism to ensure that only projects that are consistent with those goals are built. When it comes to addressing the climate emergency – especially when we’re not on track to meet our targets – we need to be using every tool in the toolbox.”
Environmental assessments in Canada have long failed to ensure that project approvals are consistent with a climate-safe future. Global fossil fuel companies are planning to produce about 120% more fossil fuels by 2030 than would be consistent with keeping warming to less than 1.5 degree Celsius – and 85% of that expansion is slated to come from the United States and Canada. The announced policy, known formally as the , won’t curtail this emissions growth.
“The point of conducting thorough environmental assessments is to ensure we have the best information available to make decisions that are good for people in Canada,” said Levin. “Instead, the government has created a policy full of loopholes that polluters can exploit. How can we make responsible decisions as a country if we’re not even willing to ensure we have all the right information?”
As advanced by Environmental Defence and allies, a strong climate test would:
- ensure that Canada’s new infrastructure be compatible with a low carbon future;
- discourage investment in projects that would become stranded assets as world markets increasingly move away from oil and gas;
- provide a clear and accountable set of climate guidelines for companies, communities, review panels and the public;
- account for the significant downstream emissions from oil, natural gas and coal that is mined in Canada but exported to other countries, thereby recognizing the global nature of climate change and Canada’s contribution to it. Research shows that the total amount of greenhouse emissions from Canada’s exports of fossil fuels is greater than all emissions that occur within Canada
Though an improvement from the draft version of the policy – now project proponents will need to submit net-zero emission plans for projects that go beyond 2050 – the policy released today does not ensure any of the above goals. It punts requirements for emissions reductions well into the future rather than ensuring Canada is on the right path to do its fair share over the next decade to avoid catastrophic climate change.
As a result, Canadians should not expect that future assessments will do a better job of ensuring new projects are consistent with international climate commitments. Projects currently being considered include a proposed LNG pipeline in Quebec (Gazoduq) – which in conjunction with the Énergie Saguenay LNG plant would produce 7.8 million tons of greenhouse gas annually – and the huge expansion of a tar sands mine by Suncor Energy which would produce another 3 million tons of carbon pollution each year.
“Just a few months ago, Teck Resources made the surprising decision to withdraw their own application for a new tar sands mine. Their reason? A lack of a framework that reconciles oil and gas development decisions with climate action,” added Levin. “And yet the government seems not to have learned its lesson and has declined to show bold leadership. Canadians needed this policy to guide industry towards projects that are compatible with a safe and healthy future. Instead, communities will be forced to continue fighting to ensure that life cycle greenhouse gas emissions are adequately included in the impact reviews of new projects.”
Canada continues to lag behind on real climate leadership. The plan unveiled in the United States by the Biden-Bernie Sanders Unity Task Force includes a commitment to implementing a climate test.

Why “Green Growth” Is an Illusion

Economists and finance professionals still promote free market fundamentalism, shrinking from drawing even obvious conclusions about the dangers of unfettered markets. Fiscal austerity and deficit reduction continue to be watchwords of both policymakers and theorists, even as global inequality increases exponentially and unemployment equals or exceeds levels of the Great Depression in many countries. Politics chokes reforms that could bring growth and relief to millions, while the many challenges of sustainable development and environmentally friendly innovation are brushed aside.
Neoclassical economics fails to address these challenges, but the resistance to change is substantial — both inside the discipline and in the world at large.
So that in itself recommended the article to me, but there are other things right now that need my attention. So I am going to simply cut and paste the text (with the links) from the email – and expect to get some reaction in the comments below.
I will say this. During my career there was initially a sort of consensus (known as “Butskellism“) about the need for public sector investment and social programs. That was overturned by the arrival of Thatcher – and a lot of people I found myself working for, who were genuinely convinced of the integrity of the intellectual underpinnings of neoclassical economic theory. I was at best skeptical, but over time became convinced that it was simply the same old reactionary attitudes of the privileged. Yes communism collapsed, but that does not mean that Marx was entirely wrong, and anyway Leninism – and later Stalinism and Maoism – were some distance away from Marxism. Not only that but I was sure Keynes was right since I had grown up during the period when people from my background were at last seeing some benefit from his policies. At least, once we had paid off the huge US dollar loan, which the rest of Europe had escaped due to the Marshall plan. What I also saw was the sheer greed of the people who always yacked on about the Dutch “problem” (of gas revenue being spent on social welfare programs) while they gleefully stuffed their own pockets with the profits from oil and gas drilling in the North Sea and the increasingly dodgy Private Finance Initiative.
In the wake of this fall’s IPCC report on the growing dangers of climate change—including to the economy—a new paper and supplementary analysis from the Institute for New Economic Thinking (INET) find that the conventional wisdom of the dynamics between climate change and the economy actually understates these dangers. It finds that, contrary to popular belief, we cannot have it both ways: We cannot have carbon emissions reduction while also maintaining current levels of economic growth. There is instead an inexorable tradeoff between economic growth and preventing climate catastrophe. The paper is from leading economists on climate change, Enno Schröder and Servaas Storm.
Among its highlights, based on original research and a new set of data regressions:
- “Green growth” is an illusion: Contrary to optimistic claims by Barack Obama and a host of others, you can’t grow your way to a better climate; consumption growth necessarily drives increasing CO2 emissions. The research finds that outsourcing production to other countries may hide this relationship between economic growth and emissions, but it’s not possible to de-link the consumption that accompanies rising living standards with rising emissions.
- To stabilize the climate, future economic growth must be well below the historical income growth rate of 1.93% (1971-2015)—even with unprecedented reductions in carbon and energy intensity. The hard truth is that, based on even optimistic assumptions concerning future reductions in energy and carbon intensities, future global growth will be compromised by such climate constraint.
- The present fossil fuel-based socioeconomic system, which was built over two-and-a-half centuries, now must be comprehensively overhauled in just 30 years, and not in a few countries, but globally.
- To avoid a climate catastrophe, a radically different strategy—a concerted policy shift to deep de-carbonization—is needed. That means a dramatic shift from current practices: a fundamental disruption of hydrocarbon energy, production, and transportation infrastructures, a massive upsetting of vested interests in fossil-fuel energy and industry, and large-scale public investment.
The supplementary analysis I mentioned is the full debate INET is hosting on the topic. It includes analysis by Gregor Semieniuk, Lance Taylor, and Armon Rezai that reinforces many of Schröder and Storm’s findings, as well as a comment from Michael Grubb, professor of energy and climate change at University College London, who offers a more optimistic view of growth during decarbonization, and subsequent response by the aforementioned scholars.
Like I said I hope that others will take a hard look at this, particularly since I am immediately concerned about issues like climate justice – fair and equitable climate action. Plus, of course, reversing the recent rapid growth of inequality.
Book Review: “Reimagining Our Tomorrows”
Making Sure Your Future Doesn’t Suck

I have been doing quite a few book reviews lately but they have not really been particularly relevant to the purpose of this blog. So they have been appearing on my other blog which deals with anything outside of the scope of “Thoughts about the relationships between transport and the urban area it serves.” This blog reaches a wider audience that includes people interested in planning and urbanism, as well as the direction in which we are moving thanks to rapid technological change and the need to change where we get our energy from.
It is also necessary for all of us to take some time out from the terrible news we see every day. Terrible isn’t just the appalling toll of deaths and injuries on our transportation system and our seeming inability – or unwillingness – to take that seriously. Or the choices we still seem to be making at the ballot box that produce very little real change. Or the bleak prospects facing Ontario, the US and the UK thanks to their short sightedness. We need a source of hope. And hopefully some direction. This book is not really intended for me. I cannot claim to be “an experienced changemaker trying to keep up with the pace of disruption”. But I do hope that some of you reading this are “doers and dreamers anxious to ensure our best days are still ahead of us”. And I would not have started writing this blog in the first place if I did not think that we need to change direction and that there are already lots of examples of places that seem to be managing better than we are.
Tankersley used to work for Disney. And he learned a lot there about the value of storytelling and of how to think positively about the future. It doesn’t matter much if he is “right”. What matters is that he offers an alternative view to the “present trends will continue” narrative that seems to dominate our main stream media and professional planners. It is not inevitable that we will remain wedded to fossil fuels, and internal combustion engine cars. It is also not necessary that we keep on doing what we always have done and expecting a better outcome.
Reading this book was not effortful. That seems to me to be a Good Start. It also doesn’t stir in me the need to argue. (Unlike what happens whenever I post something to Twitter or Facebook and get blow back from people I neither know or indeed want to.) Just one small quibble if I may, which I hope gets picked up in the next edition.

What he meant was that the village wasn’t just self-reliant for seafood, it was also better than that for growing food in general and (by the way) energy production.
And the quibble is simply a matter of word sequence affecting meaning. It probably made sense to him when he said it – but on the page the sense is reversed.
I think that is about the only thing I felt the need to quote.
The book also has two pages of book references, and a page of online links – followed by the “Help Me Spread Optimistic Futures” page – from which I learned that the book is self published (linked above) and there is a Facebook page.
I hope that at least some of you will find something inspiring in these pages. The idea of finding new uses for McMansions and suburban malls is indeed not just encouraging but spot on, and something our planners need to embrace wholeheartedly. There is even a paean for a future design of cargobike which I know will appeal to some of you.
How to fix Translink’s broken governance
The need for this article, right now, is almost purely academic. The ruling BC Liberals seem immune to widespread obloquy over not one but a series of scandals any one of which might have brought other kinds of government down. Yes Translink is a problem for those of us living in the region – and that is, numerically at least, the majority of the BC population. But that is not the way politics works here, and Christy Clark seems able to serve out the rest of her term. And anyway there are plenty of other issues where she is at odds with most of the people who live here, but can survive at least until the next election.
The reason I decided to start writing was a piece in BC Business entitled “How TransLink might fix its broken business model” which is nearly a month old now but its author, Frances Bula chose to tweet it again to-day, which caught my attention. Basically the article looks at the turn around in Atlanta, and speculates about a similar approach here.
My comment is under the article, and this post is designed to enlarge upon it. Quoting myself
The problem in Vancouver is not management. It is governance. The present model is unaccountable and unrepresentative. It was imposed by a provincial government that has clearly demonstrated that it has absolutely no interest in seeing it work.
The province has always had a policy that transit is different to other types of public service, and needs a unique approach. It interferes continually but, at the same time, refuses to fund transit properly while spending far too much on road expansion. A referendum is required for any new funding mechanism, but is never required for any highway project – or indeed any other type of provincial spending/funding decisions.
And Jordan Bateman will always be only too happy to torpedo any proposals that might actually work to improve the situation as that would rob this one trick pony of his audience.
A new CEO is not going to be able to change the governance. Only the province has the ability to do that. This government never admits to any of its mistakes. Only a change in Victoria as complete as the one just seen in Ottawa is going to make any difference.
So one day there will be a different provincial government that decides that it is time to reform Translink. Here is what they will need to think about:
The current arrangement has been cobbled together to suit the BC Liberals of the day. It makes no sense now to continue with it, and the easiest point to start might be to unpick what they did by simply repealing their legislation, and go back to the former GVTA. Except that was not exactly popular either, and for very good reason. In its first iteration it was a new body run by some but, not all, of the Mayors with some acknowledgement of the varying sizes of the municipalities. This method of indirect representation is similar to that of Metro Vancouver, responsible for waste disposal and water delivery, regional parks and planning, but there all the Mayors get a seat at the table but with weighted votes.
Translink was supposed to have been a transportation agency – with responsibility for some bridges and the Major Road Network (MRN), but this was really only provincial downloading of responsibilities that would have happened anyway. One of the worst decisions, in terms of its financial impact on Translink, was to replace the Albion Ferry with the tolled Golden Ears Bridge, which has created a huge drain on the agency’s revenues as traffic has never come up to expectations, and revenue risk was not transferred to the P3 – which pretty much vitiates the reason for using that method of funding. Apart from that the MRN seems to have worked well except for one long running argument over a bridge between New Westminster and Coquitlam. On the other hand the ill conceived North Fraser Perimeter Road was soundly defeated and has yet to re-emerge. Though it almost certainly will if the Ministry engineers get their way – as they usually do in the Long Run.
I have long argued that indirect elections are a recipe for discontent. Mayors are not elected on regional issues, and tend to adopt a stance that is defensive of their turf before any regional consideration. But no matter how much you might dislike what your Mayor says over regional issues, they are not the deciding factor come election day. We need representative and responsible government and you do not get that by holding infrequent, contentious non binding plebiscites.
The governing body has to be an advocate of better transit, because this region has historically been underserved for most of its existence, and is the only feasible way for a region of this size to function effectively. Transit is not only vital to the economy, it is also essential to tackle our most pressing environmental and social issues – and those include affordable housing. Where you chose to live determines how much you travel and the concept of affordability has to include costs of housing AND transportation if it is to be meaningful.
And while the province will never make any concessions over the needs of longer distance travel and transport, nor will the federal government in terms of ports and airports. Both levels of government have effectively abandoned their responsibilities with respect to housing but that is not sustainable and will inevitably have to change. And while technological changes may well have some dramatic impacts on how we use the transportation system they are unlikely to reduce demand for movement of people and goods overall.
It is also obvious that you should not plan just for transport as though it was not intimately enmeshed with land use. Sadly, we continue to behave as though the two subjects were unrelated – even if we give the idea of integration at least lip service if not substantive commitment. By and large, when new transit lines are planned it would be much better to get them up and running before the people arrive, if you do not want them to get used to driving everywhere first, which is what has been happening.
So, given that Metro Vancouver seems to work acceptably, why would you not just put Translink under its command? I think that is a temptingly straightforward solution but not one that satisfies the need to improve accountability. Much better I think to reform both at the same time and hold direct elections for regional government – with a Mayor for Metro. This is the solution that was adopted in London. Mrs Thatcher abolished the Greater London Council, but then balked at privatising and deregulating London Transport. It was the proverbial dog’s breakfast and did not last for long after she was deposed. The Greater London Authority and its directly elected Mayor now runs Transport for London – and some related issues that have been downloaded including taxis (which used to be run by the Home Office). Much of the transit service is contracted out, but there is a single integrated fare system, and some of the local train services have been transferred from the national rail system to the Overground.
The huge issue that I have not so far dealt with is the need for much more investment in transit as well as increasing need for revenue support – if only because the use of gas tax revenues has been a victim of the system’s very success at getting people out of their cars. Property tax is not going to be accepted, and the province needs to become much more responsive to the needs of people to get around without a car. This applies as much outside Vancouver as within it. It is absolutely baffling why the province refuses to set up a transit service along Highway 16 (“The Highway of Tears“) between Prince George, Terrace and Prince Rupert. That has to be part of the solution to terrible loss of life due to aboriginal women being forced to hitchhike as the only way to get to essential services. Victoria’s need for rail based transit could not be more obvious, nor so long obviously ignored. Restoring trains on the E&N is only a start.
So yes there is going to have to be more provincial money for transit, and the roads budget is the place to start. We simply cannot afford more freeways and gigantic bridges. We also need to raise money fairly and equitably. Income tax and corporation tax are the obvious places to start, and the odious fees and charges levied without reference to ability to pay have to be abolished. So much less reliance on BC Hydro, ICBC as revenue sources, no more MSP and a thoroughgoing reform of BC Ferries to make it once again a public service and not a pretend corporation. The wealthy can readily afford to pay more tax. There has to be an end to all the corporate welfare, especially subsidies and outright give-aways of natural resources. There will still need to be fossil fuels, but levying reasonable royalties (cf Norway) has to be central to public finance. Carbon tax has worked, to some extent, but the “revenue neutral” mantra has to be abandoned. We have to switch away to renewable energy sources at a much faster rate, and a lot of carbon is going to have to stay in the ground. At the same time, we have to recognize that far too many people are currently living a hand to mouth existence, and cannot absorb more levies fees and tax increases. We have to be more socially responsible, but this also will often mean better ways of doing things. It is cheaper to house people than it is to cope with the costs of homelessness. The war on drugs is unwinnable, but recreational substance use can be a useful source of revenue – and self medication.
The idea that we can reform Translink by tinkering with its PR and “business model” (whatever that means) is delusional. And like any interdependent ecosystem, we cannot just pull on one or two strings and expect the web to stay intact. But we can also readily identify where the current policies have not worked and cannot be made to work better just by getting tougher. Most of the knee jerk right wing responses are ill informed and unsupported by any credible data. Better policies are in place elsewhere and we can find better examples than the one we have been so blindly following. And none of this is a stand alone issue. It is long past time for some joined up thinking.

One change Mr. Fassbender said he’s not going to consider at all is another reorganization of how TransLink is governed. When the agency was first created, 12 mayors sat on a board that directed TransLink. The province changed that in 2007 to have the board composed of non-political appointees.
Mr. Fassbender emphasized that everyone needs to stay focused on what’s really important, not squabbles over how much TransLink’s CEO is paid or what the governance of TransLink looks like. “It’s important that we keep our eye on the goal – an integrated, working transportation system.”

One of the benefits of having a blog – and one of its curses too – is that I get things in the email that other people want me to put on my blog. Or write about on my blog. This is one of those: it comes from The Nation which is a magazine whose web site operates behind a paywall. So I get a complimentary log in to see articles which they think I will direct you to. Many are worthy, and I understand why The Nation wants to stay in business and keep paying its journalists to provide content. But, as far as possible, I continue to try and find sources that are not paywalled.
Today the news is full of two things that everybody is writing about: the new Papal encyclical and the latest American shooting atrocity. The Nation has three, searing articles about that and how this church and this date were neither randomly picked. And a commencement speech by Naomi Klein to the College of the Atlantic on June 6, 2015.
Mine is not going to be your average commencement address, for the simple reason that College of the Atlantic is not your average college. I mean, what kind of college lets students vote on their commencement speaker—as if this is their day or something? What’s next? Women choosing whom they are going to marry?
So as it happens there’s a couple of things here that have resonance with me. Firstly the Atlantic has, very wisely, closed comments on the three articles about the Charleston massacre. After yesterday, I have been seriously thinking that might not be too bad of an idea here, but two comments from the Usual Suspects set me straight on that. We do have good discussions here, and one wingnut is not going to be allowed to upset that. Secondly, one of the topics that Naomi Klein addresses speaks to something I have been thinking about.
These days, I give talks about how the same economic model that superpowered multinationals to seek out cheap labor in Indonesia and China also supercharged global greenhouse-gas emissions. And, invariably, the hand goes up: “Tell me what I can do as an individual.” Or maybe “as a business owner.”
The hard truth is that the answer to the question “What can I, as an individual, do to stop climate change?” is: nothing. You can’t do anything. In fact, the very idea that we—as atomized individuals, even lots of atomized individuals—could play a significant part in stabilizing the planet’s climate system, or changing the global economy, is objectively nuts.
Recently Jane Fonda visited Jericho Beach and spoke there about pipelines and coastal tankers and whatnot, and of course the commenters weighed in as usual, being snide about how Jane chose to travel here, and thus was some kind of hypocrite because that trip used fossil fuel. Just as the same cabal has chided Al Gore for his campaigning on the same topic.
Maybe the Pope is going to be different. Maybe his speech will start the moral shift that is needed in the corridors of power to finally address the issue. Of course the fact that someone inside the Vatican leaked the encyclical (not a usual turn of events) and that Jeb Bush was already out front of it seem to point in the direction that the pontiff will be going. A bit like the way the President has had to acknowledge on gun control.

That means we are free to follow our passions. To do the kind of work that will sustain us for the long run. It even means we can take breaks—in fact, we have a duty to take them. And to make sure our friends do too.

Now, we don’t have much ethanol around here, and the electricity we use is mostly from existing hydro. So some of these results from the US don’t exactly translate here. So if you can afford a Tesla, go right ahead and don’t worry about those “electric cars are not so green” articles. The only time we use dirty, coal fired electricity is when our generating capacity is stretched at peak periods. Charge up your car overnight with a clear conscience.
The ethanol they refer to is E85 (85% of the fuel is ethanol): the most we use is 5 to 10%. At one time this was only true of so called premium fuels. Now it is not unusual to see ethanol in regular fuel and you may have to buy premium to avoid it. Most cars, of course, do not need premium fuel.
While hybrid cars do cut fuel consumption, this gets negated pretty quickly if you drive with a lead foot, or use a vehicle much bigger than you need. A smart car is going to use less gas than a giant SUV or truck, even if they are hybrids. And simple precautions like checking your tire pressures and not hauling a load of junk in your trunk will also cut your fuel consumption. Walking, cycling and transit (even if it is a diesel bus) are all better for the environment – and your own health.
