Return of the blogger: Stakeholder Forum – Translink
It has been twenty one days since I last posted on this blog. A lot has happened in the intervening period, some of which I might well have reported or commented on. But I was otherwise occupied. I have sold my townhouse in Richmond, and after disposing of a lot of my possessions, and relocating others, am now a full time resident of Vancouver. And hopefully will now find more time to write here, as there should be a declining demand on my time from domestic duties.
This morning I attended a Stakeholder Forum organized by Translink as the start of the next steps towards “confirming our vision for the long-term and map out the near-term steps needed to get us there” (their words, not mine). It was held at the Wosk Centre for Dialogue and the range of “stakeholders” present was quite wide – it included the cyclists, the truckers, the unions and quite a lot of municipal people as well as NGOs like the Fraser Basin Council. Many familiar faces – but nearly as many empty seats.
Ian Jarvis opened with a summary how well Translink has done, doubling transit ridership in the last ten years, securing $3bn in senior government funding and surviving a series of reviews which showed that it is well managed. But “we can’t save our way to growth”. One million more people are coming to this region by 2040 – and they will want to get around a system which is already straining its capacity. There are funding sources but they are all at the maximum they can be – and the fuel tax (one of the more significant sources) revenue is declining. We need to have a “new conversation” about how we shape growth in the region and protect the quality of life here. This stakeholder review is just the start. There will be “broader engagement” in the fall. The purpose of this meeting was to “pin down the strategies”.

Transport 2040 will remain in place but some things need to change. Much of the subsequent presentations concentrated on what these changes would be. Unfortunately, that assumed a high level of familiarity of what was already there. It is perhaps unfortunate wording but Goal 1 of the current plan is
“Goal 1 Greenhouse gas emissions from transportation are aggressively reduced, in support of federal, provincial and regional targets.”
Both federal and provincial governments maintain lip service to reducing emissions but both are actively promoting export of carbon fuels. While in this region, transportation is a significant slice of our own ghg emissions, they pale into insignificance when compared to the volumes of fossil fuels that both federal and provincial governments and their agencies propose to move through this region.
The region has two metro centres (Vancouver and Surrey) seven city centres and many town centres. The movement pattern (as shown by the 2011 Trip Diary Survey) is between these centres and is not simply centred upon commuting to downtown Vancouver. The economy of the region is also dependent upon goods movement – and, he implied, mostly by trucks.
The intention is still to increase sustainable transportation choice. The Regional Health Authorities have been engaged in the process (which is a considerable departure from past practice, and very welcome). The vision and goals remain similar, and there was a lot of investment in the last ten years and “I would like to believe that those days will return.”

That is because transit, walk and cycle together will rise from 27% (1.6m) to 50% (4.4m)
Our focus now will be outcome driven. Integrated (the automobile will always be part of the pattern, as will trucks) co-ordinated, resilient and affordable (value for money, performance driven). The new strategic approach will be to manage (improve utilization by pricing) invest ($5bn just to maintain a state of good repair plus up to $18bn if all the desired projects are built) and partner. The choice of how to do this will be based on what can be achieved not by adopting a particular technology [I take this to refer to SkyTrain] We will not follow the pattern of “build it and they will come” but rather ensuring that land use changes to support the new transit lines.
At this point questions and comments were invited:
Martin Crilly – the former Translink Commissioner but now a private citizen – pointed to the legislated requirement for a Plan by August 1. Bob Paddon responded that they could simply adopt Transportation 2040 as the new plan, but they would prefer to adopt the visions, goals and strategies of 2045 by August 1 and then proceed with an implementation plan.
Bob Wilds of the Gateway Council asked about the role of Ministry [who were not present]. Doug Hall (an ADM at MoTI) is co-chair with Bob Paddon of the key Steering Committee, and provincial staff are working on the plan.
Louise Yako of the BC Trucking Association pointed out that one of Translink’s problems is that is has responsibility but no authority, to which Paddon replied “We are having that dialogue and governance changes will occur.”
Bill Susak of the City of Coquitlam said that Translink should add advocacy to its aims. Ian Jarvis replied that Translink supports the regional growth strategy. “The vision is not ours, it is what the region comes up with.”
Dr John Carsley, Vancouver Coastal Health urged “aggressive advocacy” – “this is a pressing health issue” – obesity and diabetes. [In fact this is something for stakeholders to do.] He also remarked: “Who is the doctor who prescribes your equanimity tablets?”

He opened by talking about the “new reality” – the revenue challenges would remain for the foreseeable future: 2008 marked a structural shift, and Translink now has to do more with less. The reference to Partners is significant – municipalities in particular, with the emphasis on land use, to establish that land will be in place to support the investments. His presentation concentrated on what is different in the present plan to T2040 – and he said that a draft list of strategies and actions will be made available “in the next few weeks”.
1 Manage: In 2045 the car will still be dominant but now the car is too often the only available choice. “Pricing is the key to efficient choice” Translink now has a 100% accessible bus fleet and “we do have some spare capacity” This could be utilised by shifting demand from the peak time and peak direction. For instance the development of employment in Surrey Town Centre will provide a useful back load for SkyTrain. They also need to introduce priority lanes for buses and trucks [my notes indicate my surprise at hearing that]
Pricing for fairness and revenue: we expect to pay more if we consume more, or at peak times. For example, the City of Vancouver does a good job of pricing curbside parking which reduces traffic circling, looking for a space. [Actually other cities like San Francisco do better, but we’ll let that pass.] Transit does have user pay, but it only covers half the cost. There is a societal benefit from transit use – it frees road space for others – and all users [of the transportation system] benefit from the transit subsidy. The decision to remove the midday off peak discount (to increase revenue and reduce complexity) has had an effect on demand and was not the most efficient choice as it shifted more trips into the peak period, raising costs and overcrowding. The fare zone system’s coarseness often seems unfair (for example the two zone fare for SeaBus) and there is a lot of opportunity for a finer grain system made possible by the Compass smartcard technology.
Driving is priced indirectly, and we need to shift from general revenues to user pay. This is not a new concept. Metro and the Mayors’ Council have both endorsed it. The present policy of tolls only on new bridges, and just to pay for the facility, seems unfair and is not optimal for system utilization. At the same time, road pricing is not a panacea for revenue.
At this point reaction was called for, so I got to express my concern that somehow protecting the environment seemed to have slipped into fourth place – behind concerns for the economy, efficiency and health. I pointed out that environmental concerns ought to be a more significant driver – especially if Vancouver is to become a major route through which carbon is exported to the rest of the world. Richard Campbell (BC Cycling Coalition) and Lon Leclair (City of Vancouver) both spoke of the need for the plan to include more detail “its a hard sell at this high level” – the details will help individuals work out how it will affect them. People need to see solutions. Los Angeles has recently approved a 1% sales tax increase to invest $300bn over 30 years – and would have passed that for a ten year implementation but for the requirement of a two-thirds majority which was very narrowly missed. “The power of lines on a map”
Tamim responded that we have actually completed most of what was proposed in Transport 2021 – in terms of investments – but road pricing was supposed to have been implemented by 2006.
Someone whose name I did not hear from HUB stated that pricing was not the best way to get people to use active transportation. She felt that the role of education was a more appropriate approach to change lifestyles.
2 Invest Strategically
After the coffee break Tamim returned. T2040 identified the need for significant and early rate of progress and identified a need for an additional $1bn for the regional share of projects. In fact the search for savings only produced $35m, about half the target. He said “there is a sense that we have more limited means”. TOD is really about walking and cycling – and the number of cyclists in the region now is roughly equal to those who use the Millennium and Expo lines: the amount invested on each mode is very different.
Transit: 1. meet basic mobility and access needs across the region i.e,. commit to transit in low ridership areas, since these are the capillaries of the network but they will set clear minimum thresholds for ridership (plus grandfathered established services, on which people rely) But communicate a clear set of criteria so that there are no surprises.
2. Have high levels or good future prospects of demand for new services which will be prioritized by the objectives – supply in the right places at the right times “We will not be driving empty buses around” Translink must have confidence that future levels of demand will rise over time and the demand management is in place.
Roads – autos are not the only user of this mode, there are are also walkers, cyclists and trucks. Too little investment in roads can stifle growth. Too much road capacity is NOT an antidote to congestion, in fcat building more roads can make matters worse. We will provide access but not promote dispersal. There will be no more vehicle trips overall by 2045 than there are now. There will be three programs 1. Local access – a finer grain network in urban centres 2. Safety – reconfiguration of intersections can reduce crashes 3. Goods movement – selected links to improve travel time for goods without increasing general purpose traffic.
A representative from UBC asked if a cap on all car trips is actually realistic – he saw a disconnect between aspiration and the proposals
Stu Ramsay of the City of Burnaby said that while he appreciated the idea of supporting local access and providing a finer grid in town centres this was “not Translink’s role hitherto”. Tamim responded that Translink has always been willing to provide support especially around rapid transit stations
Don Buchanan of the City of Surrey said he welcomed the opportunity to exoand the dialogue. The biggest opportunity to leverage change is through walkway and bikeway networks. Funding for that would get a lot more trips shifted from cars than in the last 20 years.
Marion Town of the Fraser Basin Council thought that influencing behaviour would require Translink to be more “nimble” in the way that information is collected and used.
Katherine Mohoruk of Coquitlam observed that much of the population growth was going to be in the South of the Fraser and the Eastern communities. “We have an excellent system on the Burrard Peninsula” but not in the areas where most of the growth was going to occur. It is critically important to build the roads to complete the grid, and provide transit, in these areas
Tanya Paz (a consultant) said that Translink had an ambitious goal and 2.2 was an effective way to get there but “you will need down escalators on Sktrain”. The system must be both multimodal and seamless. She noted that the province was not here but we need legislation to reduce speeds in urban areas as well as changes to the Passenger Transportation Act to encourage real time ride and car sharing. “There is an app for that.”
Peter Ladner asked about the provincial conditions for Translink to be able to collect charges on the lift in value that occurs due to transit investment. He asked if that required Translink to invest in land acquisition. Tamim responded that value capture did not require ownership and that benefitting area taxes are within the current legislation.
3. Partnering
Funding must be stable, sufficient, appropriate and influence travel choices. There is a real need for new funding – not just road pricing. Land use must support walking and cycling and we should be making decisions about land use around stations before the line is built. There has to be a written commitment [from municipalities]
On economic development, being an advocate for change is not “within our mandate” but ” we need to know what the econmic objectives are.
Martin Crilly pointed out the need for political endorsement
Rob Woods of CUPE (speaking for the other unions present) noted the need to “keep trips safe and secure” and noted that “there was not a lot of talk about retaining employees” although Translink trains people who then get lured away to other employers. “Keep Canadian, buy Canadian, keep jobs local”
Paul Lee of the City of Surrey found it difficult to make the judgement “when the trade-offs are not made apparent – more content would help”
A representative from MVT made the point that Burnaby had used Travel$mart to educate users – but we also need to educate the whole community. For instance there was little value in encouraging users to make appointments later in the day than 9am (to increase the probability of getting a trip) when doctors close their offices between 11 and 1 for lunch. If we provided services throughout the day, then better use could be made of existing capacity.

REACTION
We live in desperate times – and we need desperate measures. This forum was not the one to make observations about federal or provincial priorities – but the last twenty years have been dominated by the Gateway. Decisions about international freight transportation – the port, the airport, railways – and the need for treaties with First Nations (The Tswawassen was the first urban treaty) blew a hole through regional transportation and land use plans. Massive expansion of the freeways and loss of agricultural land were wholly contrary to the LRSP – but went through the system with hardly a ripple. We have lost huge tracts of prime food growing land to be covered in concrete for storing empty containers, when climate change is destroying the capacity of California to continue to provide our food.
As it happens, very little of our regional economy is about making stuff anymore, there is a fair amount of distribution, but not much manufacturing. Trucks are not nearly as important in freight transport as trains and ships, both of which are largely a federal jurisdiction – a fine distinction which is destroying our ability to be sustainable – or even to have any kind of effective voice in determining our own future.
Three billion dollars has been spent on a freeway at the same time as car use has started declining.
We passed 400ppm CO2 in our atmosphere at the same time as we became more car dependant – when transportation is one of the leading emitters of greenhouse gas in this region.
This plan is going to be more modest and “realistic” than the last one. It is no longer “Most trips are by transit, walking and cycling”. It is now half. And no doubt consultations with stakeholders like the truckers, and big business, will whittle that down further. Both provincial and federal ruling parties are indebted to big business, and it is corporate interests who really call the shots, not “stakeholders”.
Translink has been cut off at the knees by a previous BC Liberal Minister of Transport. Why would they now admit that they were wrong? Do we really expect them to allow road pricing to replace their current model of tolls for new build only? And won’t their attention be focussed on Prince Rupert and the Peace and all that lovely LNG?
Unfortunately, Translink made the very bad choice of showing that they were right. They are well run, there are no magic buckets of savings to pay for new services, despite what Christy knew for a certainty. And the one thing that is absolutely unforgivable is to be right and in disagreement with our Premier at the same time. The BC Liberals were willing to say anything before the election, but now they are back, and with more seats in the leg. Don’t hold your breath waiting for all that new funding for transit in the lower mainland. Not a priority, sorry.
I would have liked to have given a précis of the talk by David Miller former Mayor of Toronto over lunch. But I was too busy eating to make notes. I really hope that Translink did not pay for him to come all that way just for an hour’s talk. Even though it was highly entertaining. And it is not as if they have done so much better than us in recent years, after all.
Metro Vancouver mayors lay out transit funding ideas
The title comes from the CBC story, but the mainstream media are all over this today. Unfortunately to get the Minister’s response you have to go to the paywalled Sun – and this being the beginning of the month, you probably won’t have to pay. But if you do, don’t bother becuase it is all entirely predictable.
UPDATE – as you would expect the media are catching up and Jeff Nagel now has this piece summarizing the reactions including those of the minister. So you don’t have to worry about paywalls at the Sun and Globe.
It doesn’t matter how good these ideas are. Nor even how acceptable. Mary Polak isn’t going to make any decision.
“We’re nowhere near a decision that says whether it’s on or it’s off,” Polak said Wednesday. “There just isn’t enough information yet.”
Polak said mayors have made “good progress” in making the case for new funding sources for TransLink.
But she said she’d need greater detail, including how much new money in total mayors envision raising for TransLink and the timing of major rapid transit lines in Vancouver and through Surrey to White Rock and Langley.
“They’re referencing Broadway corridor SkyTrain as well as the Surrey one,” Polak said. “We need them to find consensus on what would come first.”
There is an election coming up, and the BC Liberals are already laying out their appeal in the adverts that you, the taxpayer, are funding. “Lowest income tax” and all that. Indeed as you would expect
Jordan Bateman with the Canadian Taxpayers’ Federation doesn’t like any of the ideas. “I think it’s absolutely abysmal news for taxpayers,” he said. “I think taxpayers are going to be up in arms over this.”
The right wing frames the debate: characterizing all taxation as bad, and all government spending as wasteful and inefficient. They also like to create the illusion that we “can’t afford” any new public expenditures and we are taxed to the max. Nothing could be further from truth, of course.
But to return to the Minister – the reason she is not going to be making any announcement is she doesn’t have to, and anyway it won’t be her who makes the decision. That comes much later – and even in the very unlikely event of yet another BC Liberal government, is not likely to fall to her. It will, make no mistake, be a provincial decision.
Indeed, it is the height of chutzpah to maintain the fiction that the Mayors get to make any contribution to it. The reason that there is only a Mayor’s Council at all is that when they were on the Translink Board they did not understand that their opinion only counted when they agreed with provincial priorities. They dared question the Canada Line and insisted that the Evergreen Line proceed at the same time. It is exceedingly ridiculous that they are now being chided that they have not come up with a set of priorities for rapid transit – the Broadway versus Surrey debate. Obviously both are needed, for quite different reasons. But in any event, the tame “professional” board showed that they understood provincial priorities when they started to cut – sorry, reallocate – transit service – but protected spending on the newer, much wider Patullo Bridge.
The Province does not really care about transit – any more than it cares about greenhouse gas emissions. It just recognizes that at times it has to appear as though it does.
The only new item on the list is a regional addition to the soon to be reinstated provincial sales tax. Adding 0.5% within Metro is said to raise $250m a year – and presumably is thought small enough that it will not drive more cross boundary shopping. Sales tax is a frequently used funding device in the United States, but its use here would be innovative and would require legislation.
The vehicle levy is back on the table too – which also requires more provincial legislation. It has been one of the legally approved sources for Translink since its creation, but has never been implemented.
They would also like a slice of the carbon tax – and a look at road pricing for the future. Neither of those are going to happen as they are both contrary to current government policy. The carbon tax is only to be used to lower income tax (“revenue neutral” – the same phrase that stuck us with the hugely increased costs of UPass) and tolls are only permitted on new roads/bridges.
Again, the province does not have to look at any of the proposals in any objective fashion. It simply has to appeal to affordability for families (cue the CTF). Odd that Christy still seems wedded to the idea that somehow she can get women to vote for her if she says the word “family” often enough without actually doing anything to help them.
What we are seeing is a ritual dance. We simply keep going round in circles until the music stops. The Mayors play along because most of them are “free enterprise” voters – and mostly supporters of the BC Liberals. Though they would never admit the link. They wear labels like “non-partisan” – but easily cross over to provincial politics when the opportunity is presented.
The real argument ought to be why there is no money for transit when there is always money for roads. Why the province has foregone provincial revenues from royalties in order to promote yet more natural gas extraction at a time when that market is actually glutted and prices are dropping, and are now competitive with coal. Why the province has shifted from a progressive, general revenue source (income tax) to a regressive, dedicated source (Medical Service Premiums). Why is it that transit spending always has to be cast in the light of a purely local service that municipalities must pay for, when they do not have an adequate source of revenue?
This is not a new debate. It is the same one we have been having ever since operating streetcars ceased to be profitable for the private sector. And the province of BC has always been calling the shots – taking credit for the few successes and passing the blame along for the inevitable failures. Cutting the ribbon on the big projects – invisible when critical issues like “where’s my bus?” surface.
There is one additional source I have failed to mention: “a share of increased land value along transit corridors.” Isn’t that what property tax does? Or should do? Has not the land value around – to take one example – Marine Drive Station – shot up? It is no longer empty industrial land but a major mixed use development (mostly housing). Of course, much of that increase goes to the City – and as we know, incremental residential tax revenues are less than the incremental cost of services for the new residents. So we add some premium levy on the property value increment that the developer has to pay – “value capture”. You know what happens then? The developers go elsewhere: there are always other places where the premium will not apply. A similar scheme was mooted to pay for Toronto’s Sheppard Subway – which lasted as long as the first announcement from a developer that if he had to pay a levy to the TTC he would do his development in the suburbs where the levy would not apply and not help pay for the station beneath it.
It is part of the lesson that all should understand. That when you alter taxes you change the incentives. Raise the gas tax and people drive less. Raise the carbon tax – same response. Impose a land value increment levy and watch the development move to less transit oriented areas.
We do not need any of these five proposals. What we need is an end to the sweetheart deals on natural gas – indeed an end to all fossil fuel subsidies. We will need a congestion tax but there has to be a viable alternative in place for trip making first. A congestion tax – or road pricing – cannot reduce congestion if the only way to make the trip is driving. We will also need a lot of work on figuring out how to protect personal privacy. The smart meter fuss will appear trivial in comparison. So yes to road pricing but not yet – and we need new revenues right now.
In the meantime, we have to abandon MSP and go back to the sort of income tax levels we had twenty years ago. The rich must pay more tax, and their opportunities to evade and avoid have to be eliminated. And that cannot apply just to Metro Vancouver – or even just to BC. There has to be a National Transit Strategy – and a Ministry of Cities in Ottawa. We cannot continue to talk about transportation as though land use was some sort of exogenous variable. We cannot talk about paying for transit as though that can only fall on residents of areas that have good transit service now. We cannot talk about health as though only expenditures on building and running hospitals count. More walking, cycling and transit will improve health and also cut hospital costs, incidentally.
We have to stop the ritual dance, and start having a real conversation about what sort of urban society we want in a post carbon, sustainable future.
And I won’t be holding my breath until that happens.
Port Authority: Climate change not our problem
The following is a Press Release from Voters Taking Action on Climate Change on the decision yesterday by the Vancouver Fraser Port Authority to approve plans for coal export expansion at Neptune Terminals in North Vancouver.
I am copying it in full since it is well argued and referenced – and I somehow doubt that it will attract anything like the coverage it deserves in the mainstream media (which goes to the Vancouver Sun story. VTACC isn’t mentioned but the responsibility issue is. You might have to pay to read that.)
The contrast to the way that coal terminal expansion in our region is being dealt with stands on stark contrast to the ongoing battle just to the south of us.
Climate change not our problem: Port Authority approves Neptune coal export expansion

The Vancouver Fraser Port Authority announced yesterday that it has approved plans for coal export expansion at Neptune Terminals in North Vancouver. In doing so it ignored appeals from the public, climate scientists, regional mayors, the BC Lung Association and leading NGO’s(1) to delay a decision until the broad public had been thoroughly consulted on the climate and potential health impacts of this proposal.
Approval means that coal exports from this facility will expand by as much as 13 million tonnes per year over 2011 levels.(2) At full output, Neptune Terminals could see 4 to 5 loaded coal trains arriving each day (up to 10 train trips per day total), based on current coal train capacities.(3)
The Port Authority has rejected arguments about climate change, potential health impacts, and broad public consultation in making its decision. We address each of these points in turn below.
Climate Change
Climate change is a real and urgent threat to our children’s future. The greenhouse gas emissions that will result from the burning of BC’s coal exports will hurt all global citizens, including British Columbians. The International Energy Agency reported last year that if we continue to blindly service increasing demand for fossil fuels, by 2050 the world will be locked into a devastating 6 degree increase in temperature.Taking steps to avoid this outcome cannot be reconciled with increasing exports of coal, the dirtiest of all fossil fuels. “Business as usual” is no longer an option. We must all take responsibility to reduce emissions. The Port Authority does not get a free pass on this issue by choosing to narrowly interpret its federal mandate as the demand-driven facilitation of trade.
Coal exports from Metro Vancouver have increased considerably in recent years, and if the Neptune Terminals and Fraser Surrey Docks coal export proposals are both approved Metro Vancouver will be the biggest coal exporter in North America. Total emissions from this exported coal would be greater than those from the Northern Gateway pipeline. The public should not think that these will be the last proposals to increase coal exports out of our region.(4)
The Port Authority and its tenant, Neptune Terminals, have not explicitly acknowledged that metallurgical coal exported from Neptune Terminals, when used in steel making, produces as much global warming pollution as thermal coal used in power production. By ignoring the harm that these exports will do to our fragile climate, Neptune Terminals and the Port Authority do a disservice to the public.
Regional impacts from increased coal train traffic
The Port Authority has not acknowledged that developments on its own lands have impacts in communities far outside its jurisdiction. It has not addressed the fact that the Neptune Terminals expansion will result in increased train traffic through North Vancouver, Burnaby, New Westminster, Surrey, Langley and other municipalities further afield, resulting in increased exposure to diesel emissions and unknown amounts of coal dust.The Port Authority indicates that Transport Canada has the power to regulate rail traffic, but it does not clarify that there are no regulations governing the release of coal dust from trains in Canada, and that any measures to control coal dust escapes are entirely voluntary on the part of railways. The Port Authority has ignored a call from the BC Lung Association, the Public Health Association of BC, Canadian Physicians for the Environment and individual health leaders to delay these decisions until unanswered questions about potential health impacts have been properly assessed. If the Port Authority truly aspires to be a good neighbour to Metro Vancouver communities, it would work to close these gaps in public oversight prior to approval of coal export expansion.
Port Authority decision making and consultation processes
We remind the Port Authority that their federal mandate includes a requirement that they act with broad public support in the best interests of Canadians. The Port Authority has ignored calls from the Mayors of Vancouver and New Westminster for broader public consultation on these decisions. They have ignored similar calls from leading public organizations and high profile individuals. Again, these actions call into question the Port Authority’s aspirations to be a good neighbour to Metro Vancouver communities.In keeping with the Port Authority’s stated commitment to transparency, we call on the Port Authority to make public all comments received during their consultation over the Neptune Terminals decision, as was done during the scoping phase of the review of the proposed Cherry Point coal terminal in Washington State.
More broadly, the conduct of the Port Authority during this review process calls into question how well it reflects the interests of the region within which it operates. Seven of eleven seats on the Port’s Board of Directors are nominated by port users. Only one seat is nominated by regional communities. There are no board members representing health concerns. There are no board members representing environmental concerns. Voters Taking Action on Climate Change (VTACC) calls on the federal government to change the make up of the Port Authority board to better reflect the priorities of our region in Port decision making.
“The Port doesn’t lack the authority to consider climate change or broad health concerns in its decisions, it lacks the courage to do so,” said Kevin Washbrook, Director with VTACC. “We think the Port Authority shrugs off any responsibility for these issues because its board doesn’t reflect who we are as a region, our shared concern for a healthy future and our sense of a moral obligation to take action on climate change,” Washbrook said.
VTACC calls on the Port Authority to reconsider this decision, to open it to full public review, and to more broadly interpret their mandate to incorporate shared responsibility for our future. This is the transparent, fair and morally responsible thing to do.
“It is hypocritical to celebrate Vancouver as a Green City and British Columbia as a climate leader, while we continue to prosper from the export of coal and oil,” said VTACC Director, Kathryn Harrison “With each approval of new infrastructure for coal exports, the Port Authority further locks us into an economic path dependent on fossil fuels. They are sacrificing our children’s future for short-term gain.”

(2) Starting with the Port Authority’s overall figures for coal exports in 2011 (32.7 million tonnes in 2011) and subtracting Westshore’s self published figures (27.3 million tonnes) leaves approximately 5.2 million tonnes for Neptune in 2011. (Minor amounts of coal may have been shipped from other locations.) The proposals just approved will increase Neptune Terminals capacity to 18.5 million tonnes/yr.
(3) A rough estimate of the relationship between daily train traffic and annual export volumes can be derived from the Fraser Surrey Docks proposal. This indicates that 4 million tonnes/yr export results in 1 coal train per day (scroll down to point 8). Other sources confirm these numbers, assuming standard rail car volumes and 126 car trains. Applied to Neptune, this means that in 2011, with exports of approximately 5.2 million tonnes, there was likely 1 coal train per day to the terminal, and perhaps 2 on some days — or 2 to 4 one way trips in loaded and out empty.
Using the same calculations, exports of 18.5 million tonnes per year would mean 4 to 5 coal deliveries per day, and 8 to 10 total train trips (in loaded, out empty). Neptune indicates that it may begin using trains that are 152 cars in length. If that is the case it would decrease the total number of daily trips, assuming the rail cars were the same volume.
It’s worth noting that longer trains will also increase delays at rail crossings; a 152 car train is approximately 2.6 km in length
(4) Fraser Surrey Docks has indicated that it is seeking out other coal export customers in addition to BNSF. If the proposed Gateway Pacific Terminal near Bellingham Washington (projected to generate 18 return coal train trips per day) is not approved, there will be increased pressure to export US coal through BC. Westshore Terminals general manager Denis Horgan has stated that currently proposed capacity increases will not be enough to meet expected demand:
“Between us, Neptune and Ridley right now, let’s say we’re close to 50 million tons capacity. All of us combined. With all of these projects going on in a couple years time we’ll be at 70 million. But even then it still isn’t enough,” said Denis Horgan, vice president and general manager, Westshore Terminal.”

What holds energy tech back? The infernal battery
Thanks to Sightline again for the link to an AP article in the Seattle Times. It is a very useful, non-technical review of the lack of progress in battery technology. “It’s why electric cars aren’t clogging the roads” which is a useful bit of reality check against the optimism expressed by the report I looked at yesterday.
As for the electric car industry, lithium ion batteries have proved to have two major drawbacks: They are costly, and they do not allow automobiles to go far enough between rechargings. A123, a maker of lithium ion batteries for electric cars, went bankrupt last year because of poor demand and high costs after receiving a $249 million federal grant.
I know I have covered this ground before, but it is worth re-stating. What we want is the comfort and convenience of the car without its environmental impact. It is based on the mistaken idea that if we could get rid of the internal combustion engine – or the fossil fuel it now runs on – all would be well. And that is not true. The problems we have due to cars include urban sprawl, health impacts from that as well as the direct impacts of vehicle collisions (even if we can bring ourselves to trust computers to drive the cars for us), huge economic dependency of both societies and individuals from over-investment in a movement device that spends nearly all of its time stationary, congestion and delay. If every car was suddenly to become zero emission tomorrow, nearly all of the problems of motordom would remain to be solved.
it has conflicting functions. Its primary job is to store energy. But it’s also supposed to discharge power, lots of it, quickly. Those two jobs are at odds with each other.
“If you want high storage, you can’t get high power,” said M. Stanley Whittingham, director of the Northeast Center for Chemical Energy Storage. “People are expecting more than what’s possible.”
At this point I expected a diversion to fuel cells: mercifully that isn’t there – but again yesterday’s report was full of optimism about hydrogen. Which is not a fuel at all but simply a way of storing and transmitting electricity – and not a very good one at that. It is horrendously expensive and very inefficient – simply because hydrogen is the smallest molecule and thus extraordinarily hard to store.
That does not mean we cannot expand the use of electricity in transport – just that we will have to concentrate on technologies that we know work, even if they are not quite a perfect replacement for the convenience and mobility of the private car. What we need to convince ourselves about is that neither of those things is a project killer. We don’t actually need so much mobility if we only could redesign and retrofit our cities to be more accessible. If what we want was in easy reach by walking – or cycling – and both modes were safe and attractive – we will do a lot more of both, reducing both our carbon impacts and the size of our waistlines. For longer journeys, fixed route public transportation that is unhampered by single occupant vehicles can be readily powered by very long extension cords – trolleybuses, streetcars and trains. As long as these have adequate priority the expense of grade separation can be avoided. Yes, private cars will be delayed. Good. That improves the case for modal shift and saves lives.
I also think that by now somebody ought to have taken the step of putting a set of lightweight trolleypoles on the roof of a hybrid bus – or shoving a hybrid power plant into a trolleybus. Then we in Vancouver could see extensions of trolleybus routes to useful destinations – and redeployment of diesel buses to the suburbs. So the #41 to UBC gets converted, the #9 extended to Brentwood – and the inner set of “express bus” wires along Hastings get used for SFU services instead of being an historical anomaly of earlier faster trolley bus service to the PNE.
For one group, the use of lightweight cheaper batteries is already paying off handsomely. In general I do not think that electric bikes are such a great idea. For better health outcomes alone, I favour human power as much as possible. But we have an aging population. When you are young, you have time but no money. In middle age you have money but no time. Then, just when you have money and time, your knees give out. That is when a power assisted pushbike makes all kinds of sense.
So we can indeed reduce the use of oil (and other fossil fuels) in transportation – and it doesn’t require any kind of technological advances. We already have “good enough” technologies which are getting better. Information technology has done a great deal to reduce much of the frustrations inherent in using transit, and for facilitating things like bike shares and car shares which could be so effective in increasing its range and effectiveness if only they were integrated properly.
What is missing is not some whizzo battery – or personal rapid transit or a cheap fuel cell. It is political will and resources. And that has been the case for nearly all of the time I have been conscious of the issues – over fifty years! Conservatism – the power of the special interest group we refer to as “the elite” – the 1%. That is the root cause of the problem – however you decide to define the problem. Unaffordability of housing, traffic congestion, bad air quality, environmental impact, global warming. All of these issues are based on the incredible selfishness of a very small group of people. Many of who spend a great deal of time and money telling us how much they care about these issues but none of which ever seem to get solved. Even though the solutions have been staring us in the face all that time.
“Report shows feasibility of 80 per cent emissions reductions”
VANCOUVER – Canada can reduce its greenhouse gas emissions to a fraction of current levels while maintaining or improving living standards and quality of life, according to Low-Carbon Energy Futures: A Review of National Scenarios, an international review released today by the Trottier Energy Futures Project (TEFP).
The headline is attention grabbing. Unfortunately, the report it points to is a lot less exciting. It is an important message to get across – that we can indeed reduce our greenhouse gas emissions and we don’t need to wreck the economy or reduce our standard of living to do that. The apparent choice between the economy and the environment is simply a diversionary tactic dreamed up by the “business as usual” crowd. Who can readily be identified as the present governments of Canada and British Columbia and their paymasters in the fossil fuel and automotive industries. And who, in recent years have been busily pushing us in the wrong direction.
I suggest that you download the report – it is a 40 odd page pdf – a give it a once over, and hang on to it if you need some quick reference material. But do not expect anything especially new or earth shattering. It is simply a review of reports produced on eight countries and what they could do to reduce greenhouse gas emissions. Only three have actually reduced their emissions in recent years
Sweden, Germany and the UK all managed (small) reductions in GHG while growing GDP.
But most of the report is summarizing studies which looked at what could be done – and is based on one study in each country, some of which are not exactly new.
What did strike me is the lack of emphasis on land use – admittedly one of the hardest things to do and one of the slowest in producing results, but I would argue one of the most important in bringing about structural change. These are all overwhelmingly urban countries – that’s where most of us live and will continue to live. Unfortunately because it is tough to change, it is not happening very much here. All the stuff about transportation is focussed on better energy efficiency for cars – and electrifying them. Not on reducing the need for motorized transportation. There is the usual focus on energy efficiency for buildings, but hardly anything on the location of those buildings.
Research shows, for example, that Americans generally consume more energy – and emit more carbon dioxide – getting to and from a typical building than does the building itself. Research also shows that location and neighborhood factors can create a dramatic difference in how much energy is consumed and emissions are generated in the getting to and fro.”
“Additional research also shows that even ordinary households in transit-oriented locations save more energy and emissions than “green” households in sprawl, across several housing types. In other words, a home with no green technology, if in the right place, is actually greener than a house with every bell and whistle imaginable, even if the latter gets a platinum rating.”
That comes from a recent article in The Atlantic on the shortcomings of LEED. And while it was about Americans it applies equally to Canadians.
The Energy Revolution report that covers the Canadian issues does have this acknowledgement of the importance of transportation
The report recommends transportation demand management through government investment in public and non-motorized transport, better urban planning and limits to urban sprawl, and freight transport management. Proposed behavioural changes are confined to the transportation sector, including greater dependence on public transit, more active transport, a shift to smaller vehicles, and “teleworking.”
which does cover the ground but fails to indicate which ones are likely – or actually important. Nothing at all of course on the current trend of a reduction is car use, even though there has been no real shift in transit provision, or better urban planning and most of the investment – especially in BC – has been lavished on highways. And while teleworking reduces commuting it can increase travel.
My biggest beef with the studies cited is that none appears to have identified the potential for rebound demand in energy efficiency programs. This has been observed – when energy efficiency produces cost savings for consumers they tend to consume more. Your fridge and furnace cost less to run so now you can buy an wine cooler – or a much bigger tv. Your car mileage is better, so now you can drive more.
It is important to have good news stories about greenhouse gas emissions – that all is not lost and there is a point in trying to do much better. We can certainly do far better than we have done – Canada in general and BC in particular. Canada is the only country in the comparison that is a net exporter of petroleum (there is no mention of coal) – and in BC whatever we might have achieved through our carbon tax or run of the river hydro has been vastly overshadowed by our ramping up of extraction of fossil fuels. Coal and natural gas are keys to the present government’s “jobs strategy” even though neither are very significant employers. And we are also very much on the radar to increase exports of bitumen (from Alberta) and coal from BC and the US. There is not much gain for the planet if we reduce our own greenhouse gas emissions but vastly increase the ability of other places to more than replace what we have cut.

Eight simple, free transport solutions for healthier, wealthier cities
This talk was made possible financially by a contribution from Translink. The blog post was updated on February 15 to include two videos, one of the talk and one of the Q&A session.
It is worth stating out the outset that Tumlin sees Vancouver as the future for the rest of North America. The talk he gave was clearly one designed for the average American city. He stated that he felt he was “visiting the future” by what has been done in the City of Vancouver. The problem for most places is that they bought into the lie that having a car will bring you more and better sex. “Where have you been told lies?” And, how can we use their methods against them.

Americans are no longer able to have a significant amount of walking in the daily lives. This is due to civic policies – the rules, metrics and performance standards – that make it illegal to build anything but auto oriented suburbs.The statistics for traffic fatalities per 100,000 residents show that sprawl = death.
“Road rage is a clinical condition”. When you observe a crowded sidewalk you notice that pedestrians do not run into each other. We learned a large number of essential social signals in order to hunt in packs. In cars these social signals are blocked and the brain chemistry shuts down social behaviour, because instead of co-operating the way pedestrians do, the fight or flight instincts have been triggered [by andrenaline]. Traffic is literally driving us crazy and leading to permanent changes in the brain. We are less able to think, to predict the consequences of aggression and therefore become more antisocial. Tea Party membership is positively correlated to the absence of sidewalks.
Policy ought to recognize the limitations of humanity and what makes us happy. That translates in urbanity to the sidewalk suburbs of two to three story buildings. The suburbs we built in the 1920s and ’30s were leafy, walkable and auto optional. We have to increase the number of walkers and cyclists, not just build things for the “hard core lifer crowd”. See D Appleyard “Liveable Streets” [the link goes to Amazon, but this book is very expensive – look in your local library first].
The speed and volume of traffic on residential streets determines who you know and how well you know them. If the traffic is fast and heavy, there will be far fewer people who you are likely to give your keys to, for use in emergencies. Social cohesion and participation in democracy increases when residential streets have less and slower traffic, making it safe and easy to cross the street.
There is a direct casual relationship between mental health and outdoor exercise. Oxytocin “the cuddle chemical” that is released during breast feeding and orgasm is also released by human eye contact and outdoor exercise. It is different to dopamine, endorphins and morphines as it lasts longer.
So now we have has established that driving makes us fat and angry, while walking and cycling makes us happy and sociable, what can we do?
1 Measure What Matters
We need to “measure transportation success in a less stupid way.” Transportation is not an end in itself but allows other things to happen – and it is those activities that we need to facilitate – the benefits come from accessibility not mobility. Movement of itself doesn’t serve a purpose. Instead of measuring Level of Service on shopping streets we should look at retail sales per square foot. We are obsessed by congestion, which means currently we aim to reduce vehicle delay when what we should be looking at is quality of service. A busy shopping street (he cited Market St in San Francisco but Robson Street would be our best case) looks “bad” from the point of view of the traffic engineer (LoS F) but successful to the economist – lots of people spending money.
Make walking a pleasure for all types of people at all times of day.
2 Make traffic analysis smart
[Four step transportation] “Models are no better than tarot cards at predicting the future.” Traffic forecasting is much better seen as a branch of economics than of engineering. What we see all around us are the unintended consequences of model based planning. Making it easier to drive makes it difficult to do anything else. The “solutions” (more road) create the problem they predicted.
We should fix the four step model as it fails to incorporate induced and latent demand. We also need to better understand how land use affects travel – not simply import data from observations of trip generation made in Florida in the 1970s.
Fortunately, only small changes in traffic demand are need to release it from congestion. You will frequently hear people saying “You can’t expect everyone to take transit” but you do not need to. All you need to do is persuade 10% to change mode – and you can persuade 10% of the people to do anything!
3 The best transportation plan is a good land use plan.
4 Adopt the right street design manual
Much of current traffic engineering practice comes from rural highways. Wider roads, better sight lines wider turns accommodate driver error – but this only improves safety in rural areas. In urban areas instead of speeding traffic, drivers must be made to slow down and pay attention. Do not give them a false sense of security. And there is now plenty of data that shows what people predict (“you’re gonna kill people”) doesn’t happen. see nacto.org

But note that the costs cannot accrue to the traffic department but the property owners along the street if the trees are to be cared for properly
6 Price it right
Congestion pricing in Stockholm
“Poor people place a high value on their time”. The price elasticity of demand means that it is actually very easy to get enough [vehicle] trips off the road to produce free flow. The right price is always the lowest price that equates demand with supply.
7 Manage parking
Read Donald Shoup “The High Cost of Free Parking” (free pdf).
In urban centres, 30% of the traffic is looking for a parking spot.
The price for parking has to vary by location and time of day – popular places at peak times must cost more. The target price is that which produces enough free spaces to reduce driving. The reason for charging for parking is not to raise money. Invest the parking revenues in making the place better – give it to the Downtown Improvement Association!
Unbundle and share parking, and separate the cost of parking from the cost of other things. Don’t force people to buy more parking than they need and create “park once districts” – rearrange the land use to facilitate walking. So for a series of trips drivers can pay, park and leave the car but visit several different types of activity (work, school, play, shopping).
8 Create a better vision of the future
We are still trying to live in the future that GM displayed in Futurama. Disneyland is an orgy of transportation. The imagineers have yet to come up with a new vision of the city of the future. We are still stuck with the Jetsons.
The new vision has to be based on Maslow’s Hierarchy of Needs
1 Walking is a pleasure for everyone, everywhere, all the time
2 Cycling is comfortable for people of all ages – that means separated cycle facilities
3 The needs of daily life are a walk away
4 Transit is fast, frequent, reliable and – above all – dignified.
Everyone knows and loves their neighbourhood whereas the big region is impersonal. We need a sense of belonging. Food and energy are local and precious, and social networks are fostered.

“Young people move to cities to get laid.”
Flirtation is actually more valuable than the activity it is aimed at getting. Informal lingering and eye contact is what makes this possible. We should apply the same factors that retailers do in the shops to the pubic realm. Beauty is ubiquitous. The brain is hard wired to appreciate beauty [insert slide of Brockton Point view of downtown]

Buildings without Parking? – The cities fear that someone will park in front of someone else’s building, and impose minimum parking standards that are excessive. There is an over provision of space = huge subsidy to motordom. Abolish the minimum parking standards. Impose very low maximum parking standards but provide shared cars everywhere.
How do we address the concerns of the Fire Chief? – respectfully. Emergency response time matters but we need to focus on net public safety. There are more ways than one to cut response times, including more stations, smaller trucks, traffic signal priority, grid of streets to provide more routes to the fire. Over professionalism is a widespread issue and we all need to care more about what matters to other people
“I saw you” ads seem always to refer to transit. Can we capitalize on that? – Leave it to the French. look at Strasbourg trams – no wraps, low windows. In the US there is a prevailing attitude that transit is the mode of last resort. Transit is like the dole – you have to be made to suffer to use it.
“Dignify transit” How do you do that on a bus? – provide a comparable level of investment as you would for rail. Very hard for financially strapped transit agencies faced with the “Sophie’s choice” between better buses or more service. There is now a program of providing basic mobility for those who have no choice. To move beyond that we have to ensure that the benefits of better transit accrue to the system provider not the adjacent land owners. Benefit capture pays for more transit [and creates a beneficent spiral]
To make bus transit more comfortable you need more transit priority measures – bus stop bump outs, bus lanes, signal priority
Zurich – all surface transit since local funding requirements meant that subway building was not feasible. Streets are narrow – treasured ancient urban fabric – so very little road space allowed for cars despite extremely wealthy population 80% of whom use transit simply because it is more convenient than the car – no hassle of parking.
Orange Line BRT in LA exceeds all ridership forecasts because there are no forced transfers. And service quality offers “basic level of dignity”.
Boulder CO has very high rates of transit use – all bus service, all low density development – very high service standards
REACTION
None of this should be of any surprise to readers of this blog. I have been saying the same things here – and for many years previously. I just have not had the fortune to be able to say it with such charm and charisma – and often with less supporting data.
For instance, when BC Transit (as it was then) was designing what became the 98 B-Line Glen Leicester (then head of planning) insisted on the forced transfer from local service (“It’s just like SkyTrain”) despite the very convincing data from the Ottawa transitway that this was the wrong thing to do. The service had to be redesigned three months after it started.
I have been banging on about Richmond’s use of private parking provision in the town centre for years. And only the “hard core lifer crowd” would think Richmond’s cycle network was adequate. The dyke is for recreation not transportation. Only No 3 Road has separation – and that is far from satisfactory.
I felt, when listening to him talk about parking, or pricing, as though I was hearing myself. The good news is that he does it so well that more people listen.
The talk was oversubscribed – and there was a wait list for seats. But even so there were plenty of empty seats when the talk started and no-one moved to the front. Please, if you reserve a seat, but realize you won’t be going, cancel your reservation so someone else can go.
ASIDE
I am now aware of some Car2Go issues – and for two of them, users can do something. Do not leave the car open but keep the key with you. Seems obvious, may just be absent mindedness, but is truly annoying. Just like the lady who takes the car2go to her gym, parks the car in a private locked underground garage (gym members have access, the public doesn’t) and ends the rental. This saves her money but makes the system show it as “available” when it isn’t. She also has her ride home guaranteed.
It was that thing about not unreserving your seat for a City Program talk that reminded me.
Don’t be thoughtless – or selfish.
And while we were waiting for the #16 on Granville St I used my smart phone to find the nearest Car2Go. By the time it had done that, the bus came. This may be more useful than real time next bus information.
This isn’t Pixie Dust
That’s the trouble with talk radio. In between the adverts for cars and the best deal on tires, someone accuses you of saying something you didn’t say. It is not “either/or” (roads or transit) – at least becuase the road expansion is well under way and in the case of Port Mann/Highway #1 nearing completion. And I really do not expect a magic bullet or a tooth fairy to fund it – both things that got discussed before we got to the callers. In fact I think the callers got lined up before I started speaking. They evidently weren’t listening.
But just supposing someone was listening to CKNW this morning and got intrigued this is what I am prescribing.
Funding transit
We spent $3bn on a bridge and have to pay that loan down, so users are stuck with tolls for the bridge until it’s paid off. Meanwhile we have to find a way to fund transit expansion. It is not enough to come up with a formula that enables Translink to carry on as now – or allow some modest increase. We need a way to to ensure that transit can grow its market share. The current plan for 2040 is way too modest in my view. We need much more and quicker than that.
I am also disenchanted with dedicated funding sources. The problem is that if you tie your funding source to something that is also going to change behaviour – and you are successful – then you are stymied. To some extent that has happened with the gas tax – and also happens with the carbon tax. I also dislike user fees – for the same reason. Pricing something is a good way to reduce consumption. It is also unfair to those who have little income – and therefore very little discretion on how to spend it. Of course those who are comfortable are quite happy to state that since they can afford the fee, everyone else should be willing to shoulder the same burden. Except, of course, they do not share the same ability to do so.
The right wing has seized the agenda on taxes and made us convinced that income and corporate taxes have to be reduced in order to make us more competitive. That has simply got us engaged in a race to the bottom. We now work longer – households need multiple sources of income – in order to just stay where we were. Real incomes have declined. We may have the lowest income tax but that is only because we now pay through a variety of fees and charges for the same services – or rather in many cases, a reduced set of services. Plus a greater reliance on sales taxes.
We continue to subsidize fossil fuels – both nationally and provincially. The latest expansions of natural gas exploitation are being achieved with a concession of NO payment of royalties to the province. The expansion of the oil sands in Alberta is only possible because of an extraordinarily favourable tax treatment. In both cases we would be much better off leaving it in the ground. For one thing the planet cannot tolerate the current rate of increase in carbon emissions. Since the IPCC’s warnings on climate change, CO2 output has not only increased, the rate of change has also increased. Fossil fuels left in the ground would also become much more valuable in future – because there are so many other things you can do with them other than simply burning them, all of which have much great value added and many of which are going to be very difficult to do in future.
So I am advocating a two pronged approach.
1. Stop funding silly things (subsidies to oil and gas, F35 jets, mega-prisons ….)
2. Increase income tax for the rich and corporations – as well as a switch of enforcement away from chasing small amounts from the poor to the huge sums squirrelled away illegally in tax havens.
You will note that these funds then have to come from the federal government as well as the provincial government. This is intentional. Canada is the only advanced western economy that does not have a national transit program.
Senior Government support has to extend to operating funds as well as capital funds. We also should stop collecting tax from transit agencies – it is ludicrous that we levy a tax to pay for transit on fuel burned in transit buses.
I am not going to suggest that we abandon private sector partnerships altogether. But if we are going to do them, we have to transfer the risk to the private sector. Translink revenues are being dragged down by the deal on the Golden Ears. It is unconscionable that money raised to pay for transit is being paid to a private company who built a road bridge we don’t need – and which cannot be paid for from tolls – which is what they promised initially. We also have to look long and hard at why Macquarie Bank is still getting paid long after the P3 for the Port Mann fell apart, and the project proceeded with public funding.
Expanding transit
There are two aspects to this – what we build and where we build it.
Currently the priorities appear to be first the Evergreen Line and then – probably – a subway to UBC (though that is not set in stone, yet). Like the Port Mann, let us assume that the Evergeen Line is a done deal. It may not be the best one, but it is too late to change.
If we commit to building a subway to UBC it will be because the current B-Line “cannot be expanded” and is overloaded, and the idea of light rail down Broadway, or more elevated concrete structure for SkyTrain, is intolerable on the West Side of Vancouver (but not anywhere else in the Lower Mainland, apparently). It will also mean that the part of the region that currently enjoys the best transit service will get more and, absent a new funding arrangement for transit, that means less everywhere else.
The callers to CKNW this morning were appalled by the idea that they could be expected to use a bus. I cannot say I blame them, given what they know of bus service here. But if we are going to persuade people to get out of their cars and use transit, it is going to have to meet at least some of their needs some of the time. We also need to make the newer, better services widely available. Our current approach seems to – and does – favour some parts of the region over others. In part that is because the operator, being cash strapped, has to concentrate resources in areas where they get the most return. So if there is a ridership, there will be service – not the other way round. That is why things never change. Because we keep doing what we have always done.
So in future we will have to see some innovation. And in some cases that means taking a risk with a new kind of service, in a place that doesn’t see it now. When the railways first got into the commuter business, at the end of the nineteenth century, there were no suburbs. They built out into green fields, and hoped that those would become new subdivisions. A bit like the way the transcontinental railway was built – in the expectation that they would encourage settlement in what were then seen as “empty” areas. Indeed, that was also the way that the interstate highways got taken over by people driving to and from work. Because subdivisions popped up like mushrooms after rain, right next to the off ramps.
So if we have the ability to build rapid transit, it can only go to places that will see rapid and sustained increases in population. When the Expo Line was built through the East Side of Vancouver the residents of the areas around the stations were mostly successful in resisting an increase in density. We cannot afford that again. This seems to me to be a linkage that would allow for investment – and is a model in use in Hong Kong. There, the Mass Transit agency is a property developer. If that makes you queasy, turn it on its head, and come up with an experienced developer who knows how to do high density, mixed use development and create some kind of vehicle that ties the risks and rewards into producing transit and transit oriented development together. Stop thinking about transit – and transportation – as an end in itself. It never has been. It has always been inextricably linked with land use. Instead of building a new transit line and handing much of the increase in land value to a few lucky land owners and developers, indulge in some “joined up thinking” and get a better built environment and less car dependance on the same dime.
But rapid transit is hideously expensive – almost as much as building massive highways and bridges – and relatively limited in its reach. And we need solutions for a very wide area, where mostly people drive themselves around in single occupant vehicles. So we start by tackling the paradigms of ownership and use – since most cars sit idle most of the time, and only one or two of their seats are ever occupied. That means breaking down the barriers we have erected – mostly to protect transit. The rules we now use came into being once car ownership began to spread after World War one, and “jitneys” threatened the viability of the (private companies’) transit systems. We are already seeing the impact of widespread, mobile information systems on car sharing. It would be even more rapid if it were not for these obsolete rules. Indeed, even those lucky enough to have operating licences apparently cannot make money because of the way the rules are applied.
I do not advocate a free for all deregulation – but I do think that there is obvious potential when entrepreneurs keep popping up with ideas that seem to work but get slapped down – mainly to protect vested interests. It is also the case that even where transit service is good, people can come up with other services that appear to meet local needs better. So obviously there needs to be some kind of oversight, but the rules need to be drawn up to protect the broader public interest, and not just the narrow “economic interest” of the industry, as our current regulator has it. In some respects, with the creation of a new smartcard payment system, giving multimodal regionwide access, Translink actually will have a useful tool to ensure cooperation. So the same card that you swipe to ride the bus or SkyTrain could also get you a shared taxi, or a even an exclusive ride in a shared car, like car2go. It is instructive that modo – the car coop – expands in areas that are well served by transit. It is complementary – not competitive – to the transit system. You cannot expand the reach of transit deep onto low density single family home areas with a 40 foot diesel bus. And there are limits to what can be done with shared rides and demand responsive systems. The DART in HandyDART once meant “Dial a Ride” – but you now have to book days in advance and be qualified. The service that results satisfies no-one, but contains the germ of an idea that ought to be allowed to flourish, and benefit from the extra-ordinary explosion of information abilities of smart phones.
It is significant, I think that the companies that need to hire bright young minds now provide bus service to get their employees to the workplace. The buses they use look nothing like a transit bus – they have wifi on board for a start – and do not pick up at bus stop signs. But a new app allows them to be mapped. I am willing to bet that the man who upbraided me this morning for expecting him to use something as slow and cumbersome as our current transit service would be quite happy to get on board one of these. The IT aspect means that all our current practices of mapping and scheduling can be discarded. The routes can be adapted on the fly, in real time, to meet changing need. The rigidity of regulation means that Greyhound can’t adapt service levels to changing needs the way Bolt Bus (its subsidiary) can. The same paradigm starts to make suburban shared ride services look feasible even of they don’t look a lot like transit does now – and maybe that is a good thing in and of itself.
One of the reasons young people do not want a car – or a mortgage – is because we have loaded them down with student debt. Until they pay that off, a car loan or a 25 year mortgage is neither practical or appealing. Moreover, they no longer use the same systems we did to get in touch with each other. They have texts, twitter and Facebook. Almost anything can be set up on the fly – just ask the Occupy movement.
I really doubt that it is possible to win over everyone to using transit and I am not even willing to try. There will always be some people driving everywhere all the time – just steadily less of them as a percentage of the total. After all, we could not cope with a sudden influx to transit – as the UPass so convincingly demonstrated. The way we built the Canada Line showed we had not really thought through what “change modal split” actually meant. There already enough people who want to use transit – and who want to use it more often – but are frustrated, to provide a significant increment in transit use. The increase in service just to meet those desires would also bring in more riders, as service frequencies and reach would make those services more attractive. This is the benevolent cycle of growth that has been seen in so many other cities that have stuck consistently to expanding transit. We, on the other hand, seem so besotted with short term point scoring that we are going to enter the other spiral – where cost cutting reduces service, and thus ridership and thus to further cuts. I am convinced that these systems will always respond to these dynamics. There is no steady state. It is either growth or decline.
So the strategy I am suggesting is for conventional transit to incrementally add to its service – which means, right now, more buses. And more exclusive bus lanes – by taking road space away from single occupant vehicles. As demand grows, more limited stop and express routes – creating a hub and spoke system based on town centres, supported by an intricate and much more varied web of feeder services. That means space at the hubs has to be provided for bike storage, or shared bikes, as well as park and ride, kiss and ride, shared cars and station cars and shuttle buses. Rapid transit stations are, of course, hubs – as well as centres of mixed use, denser development – because they are within walking distance of so many services and facilities. I doubt that there will be many new rail based services added for a while – but obviously if there is an underused rail corridor available it must be pressed into use. Freight gets to use the lines when people are sleeping. Where there are highways, there will be rapid bus services – with priority where needed. At the very least so that those who insist on driving can have the educational experience of seeing the bus swish past them while they are stuck in traffic. Elsewhere it will have to be more and better buses – and the whole panoply of related “Better than the bus, cheaper than your own car” services.
Since we have hobbled public enterprises, and are convinced of their ineffectiveness, the expansion has to incorporate private enterprise. But we should look long and hard at what we are doing before we do it. Compare and contrast BC Hydro before and after IPPs, for instance. Learn from the experience of Britain with its railway privatization – or the Underground in London – and benefit from their experience.
There is no one simple solution – because although the problem looks straightforward (how to pay for transit) it is in reality complex and difficult because of all the connections. Politicians like big capital projects because they get to cut a ribbon. But what is needed is a whole range of small, incremental changes, and a shift in mind set. Mostly it needs a change in the way that government behaves.
Another reason why the province needs to fund transit
Thanks to Spacing Vancouver‘s mis-transcription of a headline I have come across some very important, Canadian, research. This shows that spending billions of dollars widening a freeway, including the widest bridge in the world, is going to be costing us huge amounts of public funds long into the future.
This is a screen shot of the day’s headlines – and it was that first story I noticed. Actually the story is titled
An Alarmingly Strong Link Between Lack of Walkability and Diabetes
and I have left that as a headline and made it a clickable link. A new study out of Toronto just published online in the journal Diabetes Care shows that if you live in a place where walking is difficult – like most new subdivisions – you have a much higher risk of developing diabetes.
The study looked at just about everyone in Toronto aged 30-64 – the population experiencing the most rapid rise of diabetes incidence – and singled out those who did not have diabetes as of March 31, 2005. The study followed these people over the next five years: in all, 1,239,262 of them, including 214,882 who appeared to be recent immigrants based on registration in the province’s healthcare plan.
By March of 2010, 58,544 of these people had developed diabetes. And the walkability of the communities in which they lived turned out to be closely linked to that outcome (given the complex factors that affect health, the researchers acknowledge that they can’t definitively say this relationship is directly causal).
Maybe not definitively, but it is well known that the lack of physical activity is directly related to a range of conditions – heart disease, obesity and type 2 diabetes. Moreover, while you can live in a new suburb without sidewalks, drive everywhere and also exercise a lot (join a gym, run with your dog …) most people don’t. Although I do have to say that when you go to places like Buntzen Lake at the weekend and just see the numbers of people who do take exercise seriously, my hopes increase.

The Toronto study highlights that within urbanized areas, the impact of neighborhoods on public health can vary significantly. And so there’s hope for applying this lesson in the parts of the world that have yet to urbanize, as well as within cities like Toronto as they continue to grow. It’s no coincidence that the least walkable neighborhoods identified in this research were often the most recently developed. Unlike their older counterparts, they had large blocks instead of smaller ones, sprawling development instead of density, separated land uses instead of mixed ones.
The doctors and public health researchers behind this paper noted all of these differences, sounding remarkably like urban planners themselves. Reaching across disciplines, they conclude: “the way we structure and build our cities will play an increasingly greater role in shaping the health of the world’s population.”
Now we know that among the challenges facing the current government is the ever increasing rise in public health care costs. They are always looking to find ways of passing that along – BC being one of the very few Canadian provinces that levy a Medical Services Premium. “Slashing costs” through privatizing jobs like cleaning and looking after people who don’t need hospitals but do need long term care has also been a favourite. Perhaps less well publicized has been a recent shift in the way the government treats its own pensioners. The Public Service Pension Plan used to pay members MSP and Blue Cross premiums. So did the Teachers. Both of those are now borne by members. So much nicer than having a story about pension cuts, don’t you think?
We know for a certainty that widening Highway #1 will both induce more traffic – and encourage the sort of development described in that last block quote – “large blocks instead of smaller ones, sprawling development instead of density, separated land uses instead of mixed ones.” The people who live in such places will in future be less healthy than those who can walk, cycle or ride transit on a daily basis. I include transit quite deliberately – since every transit ride has some walking at each end (transit takes you from where you are not to not quite where you need to be). Indeed, Weight Watchers has long advocated a simple way to burn more calories – get off the bus a couple of stops too soon. Walk to the next station not the closest one.
I really doubt that Christy Clark or Kevin Falcon actually care very much at all about anyone’s health but their own. But their policies do depend on them being able to rattle on about lower taxes. That’s why they love stories about spending cuts – and why they much prefer that Translink be audited multiple times, rather than deal with the real issue – lack of funding for transit expansion. But what the Toronto health study shows is that their preference for the sort of suburbs that we have been building and occupying since 1945, the sort of places that their paymasters have been selling us and which have been so profitable, are actually one of the causes that public health care costs continue to rise. We have got very good at treating conditions, but we are not very good at all in creating a healthier society. Prevention is always much more efficient than cure – or treatment for the incurable. The greatest health care problem is that caused by a sedentary populace. One that sits all day – in front of a computer screen or in a car to travel any distance at all. We do not have a health system: we have a sickness system. And there is a huge lobby of corporate interests that wishes that system to continue, unchanged. Doing the same thing repeatedly and expecting a different outcome is a good definition of madness – but it is also an accurate description of conservatism. The obsession with resisting change, with refusing to admit that what we did was wrong and that we need to do things differently.
Transit is not a local problem. It is not something that municipalities can or should fund on their own. It is part of a much broader picture. The province cannot continue to pretend that it does not have an immediate and direct concern. Its highway policies – the construction of the wider Sea to Sky Highway, the South Fraser Perimeter Road, the Highway #1 expansion were all driven by property developers. All of them were directly contrary to the precepts of the Livable Region. The people of this region have repeatedly told the political leadership that they valued compact urban development, complete communities, with protection for the green zone and increased transportation choice. Oddly enough it was Gordon Campbell himself who came up with that formulation – when he was Mayor of Vancouver and Chair of the GVRD. And it was his government that chose – carefully and deliberately – to wreck that strategy, for short term political gain. There is no doubt that the widening of the Port Mann Bridge was – and is – very popular. But not only will it not solve the congestion problem (building roads has never cured congestion anywhere) it is also going to create a series of problems long into the future. Increasing public health care cost ought to be one that catches their attention – since all of the others they seem happy to ignore.
Port Mann Tolls
The mainstream media is full of the reduction in tolls announced by the Minister of Transport yesterday. Laila Yuile, on Huffington Post, sees it as bait and switch – a blatant and possibly fruitless attempt to get back lost BC Liberal votes. But her opening paragraph really gave me pause
The Port Mann Bridge project has been steeped in controversy from its humble beginnings as an economically prudent plan to twin the existing bridge at a cost of $1.5 billion to what we’ve ended up with today: a completely new bridge and highway project totaling $3.3 billion financed through tolls.
First it was never, ever “economically prudent”. It was based on misdirection – that somehow the traffic jam of cars every day was threatening the competitiveness of the Port of Vancouver. The truckers were always front and centre of this argument. This fiction was fairly easy to dismiss. Most of the tonnage moving through the port is bulk commodities that come in by rail – and pipeline (of course but lets not get distracted). The container imports also move by rail – except for those destined for distribution facilities which tend to be located on cheap land at some distance from the port terminals.
What the intention was – always – was to widen the freeway from the Vancouver boundary to the Abbotsford boundary. The Port Mann bridge was never a standalone project. It might have been defensible if it had simply been a removal of a bottleneck to free up short distance movements between Surrey and Coquitlam (which is what most of the traffic over the bridge does in reality). But all that is planned is to replace a small bottleneck with a bigger bottle. The number of lanes on the bridge was always less than those leading on to it – and that will still be the case afterwards. There will just be more of both.
The Gateway made the idea of freeway expansion palatable because it was wrapped up in rhetoric about economic growth and increased competitiveness. The reality was different.
Kevin Falcon was a developer before he became a politician. There has always been a strong lobby against the regional plan which was seen as restricting what developers could do south of the Fraser. In fact, it made very little difference, as Doug McCallum ably demonstrated when Mayor of Surrey – and Chair of Translink. He easily duplicated the spread of big box retail along Highway 99 to replicate what was already in place in Whatcom County along I5. Junction “improvements” on both Highways 1 and 99 were funded by deals with developers on what had been land reserved for highway expansion adjacent to the intersections. And the sprawl of supposedly “affordable” housing (“drive till you qualify”) continued unabated. Kevin ran for election using funds raised at breakfasts attended by the real estate community who he encouraged to “get on board”. The highway expansion would enable them to build more of what they has always built and they knew they could sell. What made them really nervous was talk of transit and transit oriented development – for they were unfamiliar with both. Rail for the Valley was pretty much a hopeless case. Not that it could not have been done physically or financially – just that it was a hard sell to the money men. The people who fund the BC Liberals and pick their preferred candidates.

To those of us who travel the bridge, it had been clear for years something needed to be done to address the gridlock on both ends. Public transportation south of the Fraser is horrific during the week and nearly non-existent in some areas on the weekend, making vehicles mandatory for most.
At least she declares her interest. We know that the only effective way to address “gridlock” is to reduce peak demand for single occupant vehicle travel. In the short term the only way to do that is to price car use, and increase transit supply. In the longer term, denser and more mixed land use – served by walkable and bikeable routes – is the way to break the linkage between growth and sprawl. Again, really attractive transit has to be part of the mix. The provision of billions of dollars of provincial funding for highway expansion – and the new bridge – is one of the reasons why there is a crisis in funding for transit. It does look like there will be a rapid bus service of some sort when the new Port Mann opens but the only way that can be funded is by cutting service elsewhere.
There are options – there always are – always were. Just most of them get rejected. The BC Liberals kept dancing around insisting that there had to be more local funding – mostly because they always wanted to tap into property tax some more. And the insistence on looking for more efficiencies was always a good distraction. As was fare evasion: actually only 4% of riders have no ticket and the revenue loss is less than that. But somehow much money and attention can be thrown at that “problem” – but nothing to deal with overcrowding other than diversion of existing resources. And the idea of increasing transit service were it is currently inadequate or non-existent just does not get onto the radar because the places that already have good transit want more.
I can understand Laila’s anger – and her choice of target. It is just all too short term. I do not expect the BC Liberals to win – as the latest polls confirm. The problem is that afterwards it is going to be very hard to reverse the land use changes already in train as a result of the decision to widen the freeway. The type of development we are seeing – and will see – is not going to be sustainable, transit oriented or readily convertible. Land uses in Coquitlam and Vancouver will change a bit once the Evergreen and the UBC lines open – but not by nearly enough to shift the region’s mode split by very much. South of the Fraser is car country now – and still will be – and all of the emphasis is going to have to be how to make those cars less of a problem. So expect a lot more attention on car sharing, alt fuels and electric vehicles – none of which individually has much impact and even collectively is little more than a band aid. The systemic problem of car dependance will remain even if we can overcome some of our fondest held beliefs – like car ownership and not sharing rides (not getting into cars with strangers) and the need to limit access to the public transport market.
The tolls – which after a year will go back up to $3 a crossing – will have some impact on restraining demand for car trips between Surrey and Coquitlam. They might even get better at pricing strategies than they have so far on the Golden Ears, which has plenty of underused capacity at peak periods. But it will have no impact at all on car use on the rest of the Highway. There will be no toll for a trip between Vancouver and Burnaby, New Westmister or Coquitlam. No-one will pay a toll between Surrey and Langley. And there will be a lot of lane space that will quickly fill up – even if some people will be making longer (but perceived to be “faster”) trips to use that new space. Yes, car use in the region has declined a bit – but mostly in places where there is an alternative. Along Highway 1 – until it fills up again – car use will grow. And that means a lot more traffic on the local road network that feeds the freeway. And more pressure from neighbourhoods to spend money on frustrating the through traffic, rather than spending money on better alternatives for local trips.
Laila is, I think, right in that this obvious tactic will misfire. But that is not the real issue. How do we now persuade people that it is worth spending more money on a transit system that is so blatantly organized to favour part of the region at the expense of the rest?

Forget the piffle from the always predictable Maureen Enser (and thank goodness she is on her way out too). The list of people who have been “let go” is now definitely an honour roll (Enser just worked out her time, that’s different). I took dismissal at age 55 really hard, but I have to admit that this early retirement kick has – so far – been a blast. I reviewed much of that today with a former co-worker from Translink and we both felt that the last few years away from the job have been a lot more fun for us than the years before that. But on the other hand we do seem to be getting rid of the people who not only have high intelligence, really good experience and relevant education but also a great track record.
They went to Chicago to attract Mike Shiffer. He had the sort of knowledge, competence and experience that had been sadly lacking at the top of Translink’s planning department. He lasted less than three years. You cannot say that about the GVRD/Metro Vancouver planning department: they may not have had much in the way of effectiveness or real power, but everybody (who had their head screwed on) acknowledged the intellectual power of the arguments advanced by people like Ken Cameron – and Christina de Marco. I am very proud that we worked closely together, as professional planners, when our political masters were busy tripping over their own shoelaces. She (and Tamim Raad at Translink) deserve the credit for winning the largest federal contribution (apart from the politically necessary but spurious award to Quebec for a bunch of hybrid buses) for the Urban Transportation Showcase Program. That was the thing that got us the Central Valley Greenway and the Main Street transit improvements – among other significant advances in integrated planning. These demonstration projects provided the data that showed that “sustainable transportation” was more than just a catchy phrase.
I just hope that gave her a decent package and that one of our planning schools scoops her up real quick. Such knowledge and experience needs to be passed along.
